IPod 4.3.1 .ipa to iPod without Wi-Fi?

From what you're telling me (and I'm not too sure what that is,) you're downloading IPA files on a computer, dragging them into iTunes, and trying to sync the cracked apps onto your iPod Touch? You'll need to download something that deals with cracked apps via Cydia for them to transfer, for example, my friend has cracked apps on his iTunes and when he updates his firmware, rejailbreaks, and tries to sync them back, until he installs AppSync (from the cydia,hackulo.us source,) they won't transfer and return in errors.
