Is there any way to get apps on an itouch 4g 4.3.2 without jailbreak?

I'm not into pirating and i buy all my apps and am still under warranty so i cant jailbreak i just want to put gpsphone on it (i have the .ipa file and it shows in iTunes but wont install) so i can play gba roms and i wont get any roms i dont own. i also have access to the app files through Iphone explorer and have done a little moding to infinity blade (also please have the solution for PC not mac thanks in advance
