What's the best tinted moisturizer for dry skin? And can I put powder on as long as I moisturize?

Guerlain Terracotta Teint d'Ailleurs Tinted Moisturizer. But it is purely based on skin color which is a shame because it works amazingly. If you are at least NC30 then you should be fine. But if that doesn;t work than you should try Kiehl's Ultra Facial Tinted Moisturizer hope it works. :)
