Question about a ticket?

I just got a write off or a fix it ticket on the tint on my windows because they are 21% when the legal limit is 35% in Oregon. The ticket it says to "fix tint on all windows" but can I leave the back tint on? I fixed the front drivers side and the front passengers window but do I have to fix the back seat windows too? I keep hearing its just the front ones that are illegal.
